Customer Service Fail

For the second time in a rather short time span, I hired someone to perform a service, and they are dragging the process out.  They are not paid by the hour so there is no benefit to them.  It would be easier for everyone if the project was finished so that we all can go on to do other things (be it professional or personal).  I strive to provide better service to my clients than I have been receiving.
